First of all, this is just a first draft. There's no mention of grandfathering, but I sincerely doubt they could pass something like that. Second, if you read the proposed bill, it will answer your questions.

I've read the draft and I spoke to peg at the NWRA. She said thet it was just that, a draft, and the folks had discussed grandfathering current business's that met all other criteria.(this was a while back) The final draft WILL be interesting to see. Scott

I doubt they could (or even would want to) pass a bill such as this without allowing grandfathering of existing businesses.

I agree that they would be hard pressed not to grandfather existing busineses. I did think their was note of them trying not to in this thread. Yes it is a first draft, but don't wait for the final to make your opinions known to the senators involved.

That's the point of this whole thread. Since it's only in the first steps, there's still the opportunity for existing windshield repair guys to let their voices be heard. Unfortunately, it seems many in this industry would prefer to just lay low, and not get involved.

So, to answer your question, no one knows when or if the final draft will be ready. It may never come, it may come in a month, no one knows.

If you havn't been factory trained and completed the required number of repairs I would get busy on it NOW as they will be looking to find proof of the requirements!! Examine the draft and you can see what you will need to do.
My personal take on this is it could benefit those of us that intend to continue to do business in a ethical manner as the fly by nights will have to many hoops to jump through to hang around for long. (With the proper amount of enforcement)
As far as fee's are concerned they are a regular business expence and a tax write off so it's their money anyway. Bottom line the regular bussinessperson will be benefited by regulation. (Unless your market relies on selling to folks who will not be in the mainstream, I.E. Licensed repair tech's) IMO.

Nothing right now is accepted by the licensing committee, since it does not yet exist. If you read the bill though, that is one proposed requirement, is to be certified by a manufacturer.
