Silicone covered HL

Hello folks
I have been doing H/L's for about 4 years and I came across a set that blow me away...
I was doing some cars on my car lots and I came across one that got my goat and I am wondering if you all have ran across a set that has been treated with a silicone type coating? I was working this set for almost 3 hours with no luck. I use Dvelup, and as soon as I sprayed the Yellow X on them, the Y-X did not change to yellow as it was to start working loosing up the old sealer from the lights and I thought that was strange, the last time that happened was when someone used a spray lacquer to seal them and I knew they were sprayed on that set. I did not see any sign of that on this one. So after I started to try to sand the lights down It was hard are He## to try to remove the sealer, I tryed wet sanding and dry sanding with my orbit sander and wet sand by hand... I even was down to 230 grit. I used 10 discs to try to remove what was on the lights. Not much luck, I then thought I would just go over the top of that sealer by using Dvelup compound, Y-X and coat the lights as is. They did not look bad as I was using water when I was cleaning up the sanding residue ( No repeling), as I wiped on the sealer you can see that is was repeling the sealer and acting like a silicone coating was on them even under what sealer I could remove. I removed the sealer and then wiped them down 3 times with alcohol after it would dry each time, then I tryed to reseal the lights again... Same thing. After 3 hr.s I had to throw in the towel till I can finger out what is going on.
I called Dvelup and Mini and Ben Could not figure our what I could do at this point.. Ben did say that there has been some people starting to use a silicone based sealer.
I also Called GT and they had no help either.
If the dealership does remove the lights, I am getting them. They are already spoken for to use as a Ginnie pig for what is being done by hackers.
Have any of you guys ever ran across this and what did or could one do?
