There may be another possibility. This headlight may of been stripped of the original protective coating (sanding/polish) and left with no UV protection. This is what polycarbonate will do with exposure to UV. The yellowing may be very deep and impossible to remove. This is why you should always put a new protective coat on after removing the damaged one.
