After looking at the application and all the information they are trying to collect the best thing I see coming from it is the added tax benefit implications.
They are requiring so much information that you can always, in my opinion, justify many tax breaks so the $200 might be a pretty good write-off...

Looking into this it really has me worked up a bit. I started using the website of https://search.dca.ca.gov/results and I found that for the most part…not too many people or companies in glass chip repair have ponied up the cash to have this license. I then went here https://www.bar.ca.gov/Enforcement/ and looked up just how many citations the state has issued and I would say that while I’m waiting on my license now, I am not surprised at how few citations have been issued. I will however expect it to rise in the future as soon as CA sees they can make more money from it. Here is a page that explains potentially how much they can charge for the fines:
