Any suggestions- Drill?

I am doing a repair Friday and it looks like a nasty star break. In the past I had an issue with not all the legs filling and I am thinking about drilling this first thing.

For some reason I cannot see the photo other than in thumbnail size so I can't tell how long the legs are but unless you need to drill the ends of those legs I see no reason to drill that one.

Same as Brent here in that I can only see the small photo, but something does look odd about it, maybe partially filled before.

I would certainly not be drilling that type of repair as drilling down into the cone would not get you anywhere. Flexing and making sure I used a UV shield would be of utmost importance on that type of repair, just being in the shade is nowhere near good enough, more often than not a major reason for a leg not filling is that the resin is curing and thickening due to exposure to uv.
