Proposal Help Needed

Ok Guys and Gals I need your help!
I was told by three Schools to place a bid by Feb 2, 2003 for fleet jobs in Houston, TX. And I don't know how do start putting together a proposal. I started repairing windshield about 5 months ago and has gotten realy good, need more work on crack repairs though.

I have a windshield replacement company I could subcontract too as well. Is there anyone who can help me out with how to do a proposal? Or have a sample of one if so email it to me
