It means that the injector has already been used and still has a little resin remaining inside it from a previous repair.
If it wasn't already primed, it would be completely dry inside and would require a little more resin to wet the inside surface of the injector.

Dont we have to clean the injector after every repair? If there is resin left inside the injector wouldnt it harden and cure.

Resin cures when exposed to UV light.

Be sure to keep your tools clean!

Suppose you do three repairs on 3 cars in a car lot on the same morning..
Why would you clean the injector between each repair?
Keep the injector in the dark between repairs, then clean it when you are finished doing 3 all of the repairs.

It has just became a habit for me to automatically dismantle my injector and drop it in the alcohol as quickly as I can, most times I am working out in the sunlight and it is easy to become distracted and forget and do not want to take any chances with resin curing in my tools.
