Definitely a delamination problem during manufacture. Over time, water will seep into the delamination and turn the interlayer ( PVB) back to its original colour i.e. opaque white. The only resolution is to replace the windshield.

Totally agree with kennycrane. To give you your car back, in that condition, is diabolical. It is bad enough with what is visible, God knows what the obscuration band is hiding. If that were my car, I would want the windshield removed, all pinch weld area fully repainted and the windshield refitted ...

Two possible causes a) Marks left from rubber suckers, used in the glass manufacture ( silicone contamination) b) marks caused by plastic packaging, the windscreen was kept in prior to fitting, being soaked ( usually by being left out in the rain ) and the chemical in the plastic bag stains the glas...
