Definitely a delamination problem during manufacture. Over time, water will seep into the delamination and turn the interlayer ( PVB) back to its original colour i.e. opaque white. The only resolution is to replace the windshield.

Totally agree with kennycrane. To give you your car back, in that condition, is diabolical. It is bad enough with what is visible, God knows what the obscuration band is hiding.
